TULSA, Okla. (Aug. 25, 2025) – Enrollment for the City of Tulsa’s open enrollment period for the EMSAcare program ends on Sunday, and residents won’t have another opportunity to join until August 2026.

EMSAcare is a subscription program designed to help residents in EMSA’s service area by covering the costs associated with EMSA emergency medical transports.

EMSAcare members pay $5.45 a month added on their City of Tulsa water bill, and in the event of an EMSA emergency transport to a hospital, any out-of-pocket costs (co-pays, co-insurance, and deductibles) and covered by EMSAcare. If an EMSAcare member does not have insurance, their membership covers the full cost of an EMSA emergency transport.

“An emergency can happen anytime, anywhere, to anybody at any age or health condition and this can benefit you. I’ve got it for my family, and I recommend anybody get it for theirs,” said Logan Gatti, EMSA Customer Service Representative.

What to know:

  • EMSAcare’s promise to patients: Whether insurance covers a little, a lot, or nothing at all for emergency medical services, EMSAcare covers what insurance doesn’t.
  • How EMSAcare works: If insured, EMSA will request your insurance information to bill your provider for the transport then EMSAcare will cover any additional fees or out-of-pocket expenses like co-payments or deductibles that remain. Every patient will receive a statement from EMSA after an ambulance transport, typically notifying the patient of the amount EMSA will bill the insurance provider or to request additional insurance information.
  • Which transports are covered: All emergency transports (transports ending at a hospital ER) in EMSA’s service area are fully covered regardless of where you are picked up. The transport does not have to originate from your home. EMSA’s service area includes Tulsa, Jenks, and the City of Oklahoma City. There is no limit to the number of transports that are covered.
  • Program enrollment status: Customers who are not currently enrolled in EMSAcare but would like to sign up may call the Customer Care Center at 311 in the city limits or (918) 396-2888 outside city limits, Monday through Friday from 8 a.m. to 5 p.m.

Tulsa residents can enroll online here or by calling the City of Tulsa Customer Care Center at 311. Residents who do not have City of Tulsa utility account or those who live outside of Tulsa city limits but still want EMSAcare coverage may enroll directly with EMSA online here or by calling (918) 396-2888.

The 2025 EMSAcare renewal period for the Tulsa area ends at 11:59 p.m. on Sunday, August 31st.
