EMSAcare Explained
What is EMSAcare?
For a low monthly fee, all permanent household members are covered for eligible out-of-pocket costs associated with these EMSA services. EMSAcare provides financial protection, peace of mind, and access to emergency medical care when it matters most.
Who can join EMSAcare?
EMSAcare subscriptions are available to residents who live in cities served by EMSA, including Oklahoma City, The Village, Nichols Hills, Valley Brook, Arcadia, Lake Aluma, Tulsa, and Jenks through participating city utility programs.
Individuals who cannot enroll through a city utility program may also subscribe directly through EMSA.
Who is covered under my EMSAcare membership?
Generally, if a person permanently resides at your address and receives mail there, they are covered under your household’s EMSAcare membership.
What does EMSAcare membership cost?
Individuals who enroll directly through EMSA pay an annual membership fee of $65 in the Tulsa/Eastern Division and $45 in the Oklahoma City/Western Division.
What does EMSAcare cover?
Beginning October 1, 2026, EMSAcare will also cover out-of-pocket costs associated with Treatment-in-Place responses.
EMSAcare benefits on non-emergency transports may vary depending on insurance coverage and destination.
Are there any services EMSAcare does not cover?
Transports outside of EMSA’s service area are also not covered. Contact EMSA before arranging non-emergency transportation if you have questions about eligibility.
I have insurance. Do I still need EMSAcare?
EMSAcare helps cover those out-of-pocket costs associated with EMSA emergency medical services.
If I pay the EMSAcare utility fee, will EMSA still bill my insurance?
The EMSAcare fee helps cover out-of-pocket costs you would normally pay beyond what your insurance covers, including deductibles, copays, and coinsurance.
EMSAcare members are responsible for providing EMSA with insurance and third-party payer information following transport so claims can be processed appropriately.
I’m enrolled in EMSAcare and received a bill. Why?
In many cases, the statement is notifying you of charges submitted to your insurance provider or requesting insurance information needed to process the claim.

What if I need an ambulance outside EMSA’s service area?
If another ambulance provider responds outside of EMSA’s service area, you may be responsible for any charges associated with that service.

EMSAcare Enrollment
How do I join EMSAcare?
Eastern Division (Tulsa area) enrollment is August 1–31. Western Division (Oklahoma City area) enrollment is September 1–30.
Individuals who are not enrolled through a participating utility program may enroll directly through EMSA.
Does my utility bill cover EMSAcare?
For residents not covered by a city program, including many nursing home residents and individuals living in non-participating apartment complexes, EMSAcare memberships may be purchased directly through EMSA.
If you are unsure whether you are covered through a city program, check your city utility bill for a line-item reading “EMSAcare” or “Emergency Medical Services Program.”
How do I check if I’m enrolled in EMSAcare through my utility account?
EMSA’s service areas include Tulsa, Jenks, Oklahoma City, Nichols Hills, The Village, Lake Aluma, Arcadia, and Valley Brook.
If I live in an apartment complex or nursing home and don’t pay a water bill, am I covered?
By city ordinance, property managers are required to notify residents during their lease signing if their property does not participate in the EMSAcare program.
If you do not know whether you are covered, contact your landlord, property manager, or city utilities department.
If your loved one resides in a nursing home but maintains a permanent residence enrolled in EMSAcare, they may still be covered. To verify eligibility, contact EMSA Customer Service at [email protected] or call (918) 396-2888 or (405) 396-2888.
If you are not covered through a city program, you may purchase an EMSAcare membership directly through EMSA.
Do I need to renew every year?
Direct subscribers must renew their EMSAcare membership annually.
2026 EMSAcare Updates
What changes will EMSA make to its rates in 2026?
EMSA’s transport rates were last updated in 2012 – 14 years ago. The transport rate update reflects the levels of medical care provided and the costs of delivering emergency medical services in 2026. This update aligns rates with reimbursement structures used by insurance providers and government payers.
What aspects of EMSAcare are changing in 2026?
Beginning October 1, 2026, EMSA will implement a $500 Treatment-in-Place fee. EMSAcare members will have no out-of-pocket costs for these services, and uninsured patients will not be charged during the initial two-year implementation period.
EMSAcare membership pricing is not changing. Tulsa residents will continue to pay $5.45 per month or $65 annually. Oklahoma City residents will continue to pay $3.65 per month or $45 annually.
What is Treatment-in-Place?
In some situations, EMSA clinicians can assess, treat, and stabilize patients at the scene. Treatment-in-Place happens when EMSA responds to a 911 call, evaluates the patient, and provides medical care, but the patient is not transported to a hospital.
