Tom Dunn serves as EMSA’s Chief Operating Officer. Tom joined EMSA in March 2025 from M Health Fairview EMS near Minneapolis, MN, where he served as Deputy Chief of EMS. Throughout his career, Tom served as an EMS provider and leader across five states, leading complex operational teams and advancing high-performing EMS systems. Tom has deep expertise in operations, system leadership, and leadership development.
In his role as EMSA’s Chief Operating Officer, Tom oversees EMSA’s operational and clinical service delivery, supporting the organization’s commitment to safe, high-quality, patient-centered care. His experience and service-oriented leadership strengthen EMSA’s Executive and Senior Leadership Teams and support continued operational excellence across both EMSA Divisions in Tulsa and Oklahoma City. Tom is known for a collaborative leadership approach and a strong focus on developing people, building resilient teams, and continuously improving care delivery in dynamic healthcare environments.
Tom received his Bachelor of Arts Degree from Western Illinois University, and brings more than 30 years of experience in emergency medical services to EMSA.
